
Opening Remarks

Jin Liqun, AIIB President and Chair of the Board of Directors
Jin Liqun is the inaugural President and Chair of the Board of Directors. On July 28, 2020, he was elected to serve a second term of five years, beginning on Jan. 16, 2021. Before being elected as the Bank’s first President, he served as Secretary-General of the Multilateral Interim Secretariat tasked with establishing the Bank. Jin has rich experience across the private and public sectors and with MDBs. He served as Chair of the China International Capital Corporation Limited (China’s first joint-venture investment bank), Chair of the Supervisory Board of the China Investment Corporation, and Chair of the International Forum of Sovereign Wealth Funds. He previously served as Vice President and then Ranking Vice President of the Asian Development Bank and as Alternate Executive Director for China at the World Bank and at the Global Environment Facility. Jin spent nearly two decades at the Chinese Ministry of Finance, reaching the rank of Vice Minister. He holds a master’s degree in English Literature from Beijing Institute of Foreign Languages (now Beijing Foreign Studies University) and was a Hubert Humphrey Fellow in the Economics Graduate Program at Boston University from 1987 to 1988. Jin is from the People’s Republic of China.

Hwee Tin Kng, Acting Managing Director, Complaints-resolution, Evaluation and Integrity Unit and Chief Internal Audit Officer, Internal Audit Office
Hwee Tin Kng serves as the Acting Managing Director of the Complaints-resolution, Evaluation and Integrity Unit (CEIU) and reports directly to AIIB’s Board of Directors. She is responsible for leading the CEIU with its following functions: learning and evaluation function (evaluative assessments of AIIB’s ordinary and special operations), complaints-handling function (implementation of the Project-affected People’s Mechanism (PPM)), complaints-handling mechanism regarding compliance with the Environmental and Social Policy (ESP), and anti-fraud and corruption function (anti-fraud and corruption work carried out in accordance with the Policy on Prohibited Practices (PPP)). This includes investigating and handling complaints relating to Prohibited Practices.
Kng is also the Chief Internal Audit Officer. She heads the Internal Audit Office to provide professional and objective assurance and advisory services designed to improve the effectiveness of AIIB’s governance, risk management and control processes. She works with Management on the internal audit plan and maintains oversight over the resolution of audit issues.
Kng has over thirty years of rich experience in the financial services industry and real estate investment sector. Before joining AIIB in June 2023, Kng was the Group Chief Risk Officer in CapitaLand Investments Ltd, a real estate investment management company, and the CEO of Finance and Corporate Services of its China entity, where she successfully led the re-organization and automation of corporate functions and achieved greater efficiency and clarity of accountability. In addition, she was key in obtaining a stake in a public fund management company in China for the company. Prior to that, Kng was the CEO of OCBC Wing Hang Bank (China) Ltd and also held various leadership positions in OCBC Bank Group, including Head of Group Audit, Head of Consumer Risk Management, Head of Premier Banking, and Program Director of the Basel 2 Program. In her audit role, she led the enhancement of audit methodology and process and the risk management framework and the optimization of operations. She holds a Master’s degree in Business Administration from the National University of Singapore and also attended the Advanced Management Program at Harvard Business School. Kng is from Singapore.

Alex Suthasinee Nimitkul, Chief Ethics Officer
Suthasinee Nimitkul heads the Ethics Office of AIIB. As Chief Ethics Officer, she contributes to policy development and policy compliance and provides advice on all matters relating to ethics to ensure that Board Officials and Bank Personnel observe and perform their functions consistent with the ethical standards required by their respective Code of Conduct. She also promotes awareness of the ethics mandate of the Bank and provides tailor-made training to various business units. Before joining AIIB in July 2021, Nimitkul was an Advisor on Corporate Governance and Compliance, Risk Management Function at the Bank of Thailand (BOT) where she was responsible for promoting good governance practices within BOT and where she initiated the development of governance, legal and reputational risk management strategies. In addition, she also played a key role in the continued development of a code of conduct to create an agile ethical culture responsive to the challenging environment of a central banker. Nimutkul has previous extensive experience as a regulator and supervisor for the banking industry in Thailand. She also has experience in infrastructure development as a Director of the Internal Audit Department at the Thailand Eastern Economic Corridor Office. She has a BS in Accounting from Kasetsart University, Thailand; an MBA in Accounting from American University, USA; an MPPM from the Lee Kuan Yew School, National University of Singapore and Kennedy School of Government, Harvard University; and a Certificate in Business Law and Legislative Procedure from Thammasat University, Thailand. She is also a certified public accountant in the state of Maryland, USA. Nimitkul is from Thailand.
Keynote Address
The Keynote Address opens the main conference, delivered by a distinguished leader in integrity, investigations, or anticorruption, to inspire participants, highlight the conference theme, provide strategic insight, and unite the investigative community around shared values.

Dr. Peter Eigen
Dr. Peter Eigen is the founder of Transparency International (TI), the world’s leading anti-corruption organization. With a background in law and international development, he has been a global voice for accountability and integrity for more than three decades, transforming TI into the foremost advocate against public sector corruption and for good governance worldwide.
At CII2025, Dr. Eigen will open the conference with reflections on better governance through multi-stakeholder discourse. Drawing on his journey from World Bank official to anticorruption leader, he will explore how coalition-building, principled leadership, and inclusive governance can strengthen investigations into fraud, corruption, and staff misconduct. His keynote will emphasize how independence, innovation, and collaboration protect public trust and deliver lasting impact—fully aligned with CII2025’s theme of Delivering Innovative Investigation Solutions.
The Franz-Hermann Brüner Memorial Lecture
The Franz-Hermann Brüner Memorial Lecture honors the legacy of OLAF’s first Director-General and his contributions to the international investigations community. Delivered annually at the Conference of International Investigators (CII), the lecture is intended as a reflective and forward-looking address that draws lessons from investigative experience, honors the values Brüner championed, and inspires investigations professionals to uphold the highest standards in their work.

Tan Sri Dr. Abu Kassim Mohamed
Tan Sri Dr. Abu Kassim Mohamed is the former Chief Commissioner of the Malaysian Anti-Corruption Commission(MACC), he spearheaded landmark cases including the early 1MDB investigation—a complex, multijurisdictional effort involving billions of dollars that laid the foundation for a major global probe. He is recognized for advancing institutional integrity and for navigating the intense pressures that investigations place on staff and leadership, consistently advocating for systems that protect investigators and uphold independence under scrutiny.
At CII2025, Dr. Abu Kassim will share reflections on principled leadership and institutional integrity in the face of investigative pressures. Drawing on decades of experience in law enforcement, reform, and international cooperation, he will explore how independence, professionalism, and collaboration can address today’s investigative challenges. His contribution will underline how innovative approaches help investigators confront fraud, corruption, and misconduct while sustaining public trust—directly supporting CII2025’s theme of Delivering Innovative Investigation Solutions.
