Meet the AIIB Host Committee

CII2025 is hosted by the Asian Infrastructure Investment Bank (AIIB). The Host Committee brings together colleagues from the Complaints-resolution, Evaluation and Integrity Unit (CEIU), the Ethics Office, and other AIIB units to plan and deliver this year’s conference. Working closely with the CII Secretariat, the Committee supports program design, logistics, communications, and participant services. Together, we are honored to welcome the international investigative community to Beijing for the 25th Conference of International Investigators.

Andrew Mendoza, Head of Integrity, Chair of AIIB Host Committee and CII Secretariat
Andrew Mendoza is Head of Integrity at the Asian Infrastructure Investment Bank (AIIB). He leads investigations into project-related Prohibited Practices and manages integrity risk under AIIB’s Policy on Prohibited Practices (PPP). He has played a central role in building and strengthening AIIB’s integrity framework, advancing reforms, supporting enforcement mechanisms, and integrating risk management into project operations.
Andrew has more than 20 years of international experience in project operations, investigations, and anti-corruption. He spent over a decade at the World Bank, working first in project operations and later in the Integrity Vice Presidency (INT), where he investigated cases of fraud and corruption in development projects. His work contributed to debarments, sanctions, and reforms that improved accountability in the use of development resources. At the United Nations, he investigated project fraud and staff misconduct, producing findings that resulted in disciplinary actions and operational improvements.
Andrew serves as Chair of the Conference of International Investigators (CII) Secretariat and the AIIB Host Committee for CII2025. The conference will be held in Beijing, marking AIIB’s 10th anniversary and the CII’s 25th year. A Filipino national, he holds an advanced degree in economics and is a Certified Fraud Examiner (CFE).

Yin Annie Yau, Senior Integrity Specialist
Annie Yin YAU is a Senior Integrity Specialist at the Asian Infrastructure Investment Bank (AIIB), serving in the Complaint-resolution, Evaluation and Integrity Unit (CEIU). She leads the complaints intake and investigation functions in CEIU, with a focus on enhancing CEIU’s internal processes and forensic capabilities.
Annie is a Certified Public Accountant with over two decades of experience at the World Bank’s Integrity Vice Presidency (INT), where she served as a Senior Forensic Accountant. Her work included conducting integrity audits of companies under administrative inquiries and providing investigative support for project-related, corporate vendor, and staff misconduct cases. She also led INT’s Forensic Service Unit, delivering forensic accounting and data forensic services, including the use of geospatial technologies in complaint handling and investigations.
Prior to her tenure at the World Bank, Annie worked at PricewaterhouseCoopers (PwC) in public accounting and consulting.
She holds a Master’s Degree in Business Administration from the Chinese University of Hong Kong.
Nicholas WOOD (AIIB)
Nicholas Wood, Senior Ethics Officer
Nicholas Wood is Senior Ethics Officer in the Ethics Office at AIIB.
The Ethics Office is committed to promoting an ethical culture grounded in AIIB’s Core Values and Basic Standard of Conduct; its mission is to integrate ethics rules into the daily administration and operations of AIIB and among individual AIIB Personnel.

Lorenzo Vertemati, Analyst
Lorenzo Vertemati is an Analyst at the Complaints-resolution, Evaluation and Integrity Unit (CEIU) of the Asian Infrastructure Investment Bank (AIIB). In this role, Lorenzo supports the Bank’s integrity agenda across prevention, detection, and sanction, contributing to uphold institutional integrity at AIIB. Previously, he served at the Independent Integrity Unit (IIU) at the Green Climate Fund (GCF), where he conducted policy reviews on prohibited practices, developed risk assessments, and created knowledge products to strengthen organizational safeguards. At the International Criminal Court (ICC), Lorenzo worked at the Victims and Witness Protection (VWS) Unit, producing investigative intelligence and monitoring reports on international human rights cases.
Lorenzo is actively involved in preparations for CII2025, being responsible for participant registration and external communication. He holds an International Master in Security, Intelligence, and Strategic Studies (IMSISS) from the University of Glasgow in the United Kingdom and a Bachelors in International Studies from Leiden University in the Netherlands. Lorenzo is an Italian national.

Chenwei Li, Administrative Assistant
Chenwei Li is an Administrative Assistant in the Complaints-resolution, Evaluation, and Integrity Unit (CEIU) at the Asian Infrastructure Investment Bank (AIIB). Chenwei is responsible for event management and stakeholder communication for the 25th Conference of International Investigators (CII). In this role, Chenwei contributes to the planning, design, and execution of a wide range of event activities, including venue and setup design, equipment and goods procurement, stakeholder engagement and logistics arrangements, supporting the smooth and effective delivery of CII2025 and encouraging collaboration and communication within the global investigative community.
Prior to joining AIIB, Chenwei specialized in project management and stakeholder communication, accumulating experience in coordinating multifaceted projects across various sectors. She holds a Master’s degree in Strategic Communication for Marketing from Emerson College in Boston and a Bachelor’s degree from the University of California, Irvine.

CII General Principles for Core Investigative Activities

Six volumes of General Principles for conducting core investigative activities that greatly expand on the principles within the CII’s Uniform Principles and Guidelines for Investigations. Endorsed at the 21st CII, these Principles provide more in-depth, principles-based, uniform guidance to investigators and Investigative Offices conducting these six core activities: Intake and Evaluation, Scoping and Planning, collection of Physical and Documentary Evidence, collection of Testimonial Evidence, collection of Digital Evidence and Evidence Analysis and Reporting of Findings.

As supplements to the CII’s Uniform Principles and Guidelines, each paper sets out non-binding principles establishing uniform standards to guide investigators and Investigative Offices undertaking these activities. They are purposely not prescriptive in technical details nor implementing practices. These Principles will also form the basis for a future CII Investigator Credential and CII Investigator training pathways.
