The Keynote Address opens the main conference, delivered by a distinguished leader in integrity, investigations, or anticorruption, to inspire participants, highlight the conference theme, provide strategic insight, and unite the investigative community around shared values.

Dr. Peter Eigen is the founder of Transparency International (TI), the world’s leading anti-corruption organization. With a background in law and international development, he has been a global voice for accountability and integrity for more than three decades, transforming TI into the foremost advocate against public sector corruption and for good governance worldwide.
At CII2025, Dr. Eigen will open the conference with reflections on better governance through multi-stakeholder discourse. Drawing on his journey from World Bank official to anticorruption leader, he will explore how coalition-building, principled leadership, and inclusive governance can strengthen investigations into fraud, corruption, and staff misconduct. His keynote will emphasize how independence, innovation, and collaboration protect public trust and deliver lasting impact—fully aligned with CII2025’s theme of Delivering Innovative Investigation Solutions.

The Franz-Hermann Brüner Memorial Lecture​

The Franz-Hermann Brüner Memorial Lecture honors the legacy of OLAF’s first Director-General and his contributions to the international investigations community. Delivered annually at the Conference of International Investigators (CII), the lecture is intended as a reflective and forward-looking address that draws lessons from investigative experience, honors the values Brüner championed, and inspires investigations professionals to uphold the highest standards in their work.
Abu Kassim
Tan Sri Dr. Abu Kassim Mohamed is the former Chief Commissioner of the Malaysian Anti-Corruption Commission(MACC), he spearheaded landmark cases including the early 1MDB investigation—a complex, multijurisdictional effort involving billions of dollars that laid the foundation for a major global probe. He is recognized for advancing institutional integrity and for navigating the intense pressures that investigations place on staff and leadership, consistently advocating for systems that protect investigators and uphold independence under scrutiny.
At CII2025, Dr. Abu Kassim will share reflections on principled leadership and institutional integrity in the face of investigative pressures. Drawing on decades of experience in law enforcement, reform, and international cooperation, he will explore how independence, professionalism, and collaboration can address today’s investigative challenges. His contribution will underline how innovative approaches help investigators confront fraud, corruption, and misconduct while sustaining public trust—directly supporting CII2025’s theme of Delivering Innovative Investigation Solutions.

CII General Principles for Core Investigative Activities

Six volumes of General Principles for conducting core investigative activities that greatly expand on the principles within the CII’s Uniform Principles and Guidelines for Investigations. Endorsed at the 21st CII, these Principles provide more in-depth, principles-based, uniform guidance to investigators and Investigative Offices conducting these six core activities: Intake and Evaluation, Scoping and Planning, collection of Physical and Documentary Evidence, collection of Testimonial Evidence, collection of Digital Evidence and Evidence Analysis and Reporting of Findings.

As supplements to the CII’s Uniform Principles and Guidelines, each paper sets out non-binding principles establishing uniform standards to guide investigators and Investigative Offices undertaking these activities. They are purposely not prescriptive in technical details nor implementing practices. These Principles will also form the basis for a future CII Investigator Credential and CII Investigator training pathways.
